The Challenge

Political corruption destabilizes governments and weakens democratic institutions, often creating social and economic opportunities for criminal activity. What began as local criminal gangs targeting at risk, local community members, is now evolving into transnational organized crime syndicates and basic criminal activity is developing into more complex criminal enterprises. This precarious security situation drives mass immigration out of affected nations and further destabilizes institutions that are essential for the application of rule of law.

Over the past few years our subject matter experts have been at the vanguard of improvements in the safety and security of community members throughout El Salvador, providing expertise, training and mentoring to Justice Sector and Law Enforcement professionals and directly participating in the law enforcement processes which has led to an unprecedented reduction in homicides in El Salvador.

El Salvador Murder Rate

The murder rate in El Salvador has steadily declined since it’s highest point in 2015 when about 103 homicides per 100,000 population made El Salvador the murder capital of the world. Most of the murders were and still are inter and intra gang homicides related to criminal gang members’ struggle to control opportunities for extortion.

Now El Salvador reports approximately 35 homicides per 100,000 population which the lowest homicide rate in El Salvador since the end of their civil war in 1992. This decrease in homicides is due to the PNC’s implementation of Intelligence Led Policing. The U.S. Department of State, through their office of International Narcotics and Law Enforcement has sponsored training and mentoring programs to teach the PNC modern policing methodologies such as pro-active, prevention focused patrols based on data and professional community engagement.

The PNC has made great strides and have improved the safety and security of Salvadoran citizens throughout the country but there is still much work to be done. The PNC needs continuous training and onsite mentoring until the Intelligence Led Policing methods taught become part of the daily habits and work plans implemented by all PNC members from PNC commanders to first responder patrol officers.
